On November 19, the House Transportation and Infrastructure Committee met to consider H.R. 4016, the Hazardous Materials Transportation Safety Act of 2009. The markup was postponed earlier this month after the legislation met with considerable opposition from various transportation-related industries, including the NAM. The bill proposes: changes to hazardous materials special permitting, approvals and exemptions managed by the Pipeline and Hazardous Materials Administration (PHMSA); new regulations to be issued jointly by the Federal Aviation Administration and PHMSA for the safe transportation of lithium cells and batteries onboard aircraft; and an outright prohibition of wet lines, the tubing attached to a petroleum or refined product tank truck that contains remaining product in the lines.
