REQUEST FOR COMMENTS SOUGHT
UMA/NAMThe Bureau of Industry and Security (BIS) recently published a request for comments seeking information from the public on small and medium-sized manufacturers (SMMs) and the dual-use export control system. Specifically, the Notice of Inquiry (NOI) solicits comments from the public regarding small and medium enterprises' (SMEs) understanding of and compliance with export controls maintained pursuant to the Export Administration Regulations (EAR). BIS anticipates that input from the public will help it administer and enforce export controls in a manner consistent with U.S. national security while facilitating and even increasing legitimate trade involving SMEs and the exporting community in general.
Comments are due December 6th. The NAM would like to submit comments to BIS based on input from member companies. If UMA member companies have information on how the EAR affects your business, your ability to understand and to comply with the regulations, and its impact on suppliers, we urge you to please send those comments to UMA President Tom Bingham at tom@umaweb.org and we will forward them to the National Association of Manufacturers to augment their comments to BIS.
This is an excellent opportunity for SMMs to provide direct input to the government on the affect of the U.S. export control system. The comments will better enable BIS and the Administration to modernize the export control system in a manner that supports SMMs and grows exports without diminishing national security.
