The following is a list of the top ten most frequently cited standards following inspections of worksites by OSHA. OSHA publishes this list to alert employers about these commonly cited standards so they can take steps to find and fix recognized hazards addressed in these and other standards before OSHA shows up. Far too many preventable injuries and illnesses occur in the workplace.

DIRECTOR OF UTAH DIVISION OF PUBLIC UTILITIES ASKED TO STEP DOWN
According to UMA’s sources, Phil Powlick, Director of the Division of Public Utilities has been asked to step down as the director. Francine Gianni, head of the Department of Commerce has authority to name a replacement.

In an email from a veteran employee of the Office of Legislative Research and General Counsel, Chris Parker, UMA President Tom Bingham was informed that Chris has accepted the position as Director of the Division of Public Utilities, effective January 10, 2011.

MOUNTAINLAND APPLIED TECHNOLOGY COLLEGE TO DEDICATE NEW MAIN CAMPUS BUILDING AT THANKSGIVING POINT

UCAT’s affiliate college for Utah, Summit and Wasatch counties serves over 7,500 adult and high school students annually; offers 26 full and part-time certificate programs

Salt Lake City, UT – The Utah College of Applied Technology (UCAT) system today announced the completion of its newest campus building at Mountainland Applied Technology College (MATC). The 110,000 square-foot facility will become MATC’s main campus and is located at Thanksgiving Point at 2301 West Ashton Park Blvd. in Lehi, Utah.

The public is invited to attend a ribbon-cutting ceremony for the new building in the atrium on January 12 at 11 a.m. Speakers will include: Senator John Valentine; Greg Buxton, director of the Utah Division of Facilities Construction & Management; UCAT President Rob Brems; and MATC President Clay Christensen. Directly following the ceremony, MATC’s culinary arts students will provide a complimentary buffet.

"Since 1989, Mountainland Applied Technology College has rapidly grown to become one of the largest technical colleges in UCAT’s system. The completion of the new Thanksgiving Point facility provides a permanent home for MATC and allows the college to expand its mission to meet the needs of Utah's employers for technically-skilled workers. MATC can now serve a much larger high school and adult population through this impressive new building," said UCAT President Rob Brems.

MATC is one of the eight applied technology colleges that comprise the growing UCAT system. Its five campuses include: Spanish Fork, Orem, American Fork, Heber and the new building in Lehi. Administration will move into the new building in late December while students will start attending classes at the new campus in mid-January.

“The MATC is a flourishing college that will serve as an educational catalyst for the community. We provide hands-on training with industry expert instructors. Students can earn state and nationally recognized certificates and many programs have internships or externships in real world of work settings. Most programs are completed in six to twelve months without the general education coursework required in other educational environments,” said MATC President Clay Christensen.

Last year, MATC trained employees from more than 165 area companies through its customized training program.

Designed as a “green campus,” the new building received Silver LEED certification. Strategically placed recycling bins will also actively promote recycling on campus

Campus officials are pleased with the high visibility of the new campus adjacent to Thanksgiving Point and its easy access to I-15. The Utah Transit Authority (UTA) is developing a commuter rail (FrontRunner) station near the new MATC campus that is scheduled to open for service in 2014.

MATC programs to be offered at the Thanksgiving Point campus include: pharmacy technician, cosmetology, dental assisting, emergency medical technician, certified nursing assistant, commercial truck driving, culinary arts, medical assisting, medical coding, medical office/billing certification, practical nursing (LPN), nail tech, barbering and information technology.

On December 17th, in an effort to stimulate the economy, President Obama signed the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010. One of the Act's major provisions is a one-year decrease – from 6.2% to 4.2% – in the employee's portion of Social Security taxes. Thus, as soon as possible – but not later than January 31, 2011 – employers should start using the new IRS withholding tables to reduce the Social Security tax withheld from employees' wages. IRS Notice 1036 has details on the percentage method of tax withholding for 2011. If employers over-withhold Social Security tax, they should make an offsetting adjustment as soon as possible, but not later than March 31, 2011. Income tax withholding is not affected by this change.

Nevertheless, now is a good time to encourage employees to update Form W-4, if necessary, as a result of changes in their filing status, marital status, or deductions. The IRS Withholding Calculator helps employees evaluate revisions to their Form W-4. Other key tax and wage rules for 2011 are outlined in the attachment to this week's newsletter.
