VOTE EXPECTED TOMORROW ON EPA’S GHG REGULATION
National Association of Manufacturers On January 2, 2011, the Environmental Protection Agency (EPA) began regulating greenhouse gas (GHG) emissions from new and modified facilities under the Clean Air Act. While only the largest plants are currently regulated, small to medium-sized facilities soon will be covered by these burdensome rules. As a result, manufacturers are now facing significant uncertainty and potential permitting delays that will hinder their decision-making, competitiveness and ability to create jobs. The EPA also has made it clear that it will continue to use its authority under the Clean Air Act to require GHG emission reductions from existing facilities. The cost to control GHG emissions could be severe and will put more American jobs in jeopardy. Congress must act to stop the EPA from moving forward with these regulations. Senator McConnell (R-KY) has proposed an amendment (No. 183) to small business legislation (S. 493) which would block the EPA's authority to regulate GHG emissions from stationary sources under the Clean Air Act but would keep intact the GHG tailpipe standards for model years 2012-2016.
UTAH TO RECEIVE SCHOOL FUNDING
Utah Business US Secretary of Education Arne Duncan announced that Utah will receive $2.63 million to turn around its persistently lowest achieving schools through the School Improvement Grants (SIG) program. GOVERNOR HERBERT TO SIGN BONDING BILL TO FUND STATE CAPITAL IMPROVEMENTS
After wrestling for weeks since the end of the 2011 General Session of the Utah Legislature, Governor has now announced he will not veto HB-4, the bonding bill for capital improvements, including two projects for Utah College of Applied Technology campuses. The Governor will visit each of the projects in a whirlwind tour tomorrow and perform a ceremonial signing of the bill at each location. The two UCAT projects are at Davis ATC (DATC)and the new Tooele ATC (TATC). UCAT Board of Trustees chairman Tom Bingham, who also chairs the board of director at TATC will be present at the TATC ceremony and give remarks on the program with Governor Herbert. Bingham said of the event, “This is an historic event for Tooele County and the fledgling TATC campus. A stand alone facility in Tooele County has been a long time coming and will serve the residents of Tooele County very well.
